Jaguar S-Type: 2000 s-type with about 2.6 am battery drain

2000 s-type with about 2.6 am battery drain witch goes away when removing fuse 18 (radio, cell phone, navigation) and fuse 20 (GEM, AC, instrument cluster) Replaced the radio and AC control module without any improvement. Each of the fuses causes about half the drain. Any idea about where to procede?

How are you checking for a draw meaning how is the meter set up, what state is the vehicle in and how long does that reading last?

Multimeter is in series on the negative side of the battery, engine is off, key is out, doors closed, trunk light switch held closed. Amp drain is approximately 2.6 when any other fuse is removed. Drops about half way down to around 1.2 amps with removal of either 18 or 20 and down to around 30 milliamps with removal of both.

Ok when you do this the radio will turn on. You will need to make sure the radio is off.
There was an issue with the power supply wire from the inside fuse box to the front electronics module with is also called the GEM. We need to monitor the voltage on pin 6 orange and green wire on the 12 way black connector. We should read close to battery voltage. Let me know.
