What bodies does a company require to be registered with in order to collect business to business debt in Ireland? From a VAT perspective, do we need to be registered before we trade?

What do you mean? There is no requirement to be registered with any body to collect business debts, business simply do this

No you do not need to register for VAT until your turnover exceeds
