I created a product "The Warrior's Rosary" and filed a copyright VA 2-005-868 effective March 31, 2016. There is another group now wanting to take the same concept with slight modifications. Is this legal?

copyright does not protect concepts so there is no protection there, it only protects the original/creative aspects of your work from being copied either exactly or with "substantial similarity"

so it depends on what you mean by "take the same concept"....if they are copying the copyrighted work and only making slight modifications then that is most likely infringement, but if they are not actually "copying" in a substantial manner then there is no infringement
