With wheel off, remove the # ***** screws, which takes the outer cover off.

With gears out, you can then remove the bearing retainer, and the bearing housing from the hub. That lets your replace oil seal and bearings,

JLG sericve manual does not show the ZF axle disassembly, only removing it from unit!

I assume you mean a puller. Most auto supplys have them to rent. Or other tool rental places.
