hi I'm trying to replace the eng oil pump on a 2.2 cat/perkins can I remove the idler hub without taking the camshaft and crank out?

Yes you can, that is why they call it a Idler

as long as you do not move the cam/crank , no problem

the hub is pressed into the block if it pulled out easily I would have done that. one site I saw said it needed to be driven from the inside out after removing the crank I'm trying to remove the hub without pulling the eng out and disassembling it
