This sounds like a hydraulic problem I'm trying to find a good schematic
Have you checked for any metal in drive motors?
If you have metal there any valve could be hung up in manifold.

I forgot to ask, if in raised position is it still stuck in high? You can lift drive wheels to test, this answer is assuming it is still staying in high when lifted. While raised make sure arm on lift limit switch is good along with switch. Switch is either open/closed no resistance when open and under a ohm closed.
You should have a high/low speed relay that the speed switch is wired through, make sure relay is not stuck closed.
Just swap or replace relays to confirm.
If relay does not fix I would replace Drive proportional valve and solenoid.
