Have an older model 200ES lift, serial# ***** There is a #87991A regulator that is pumping hydraulic oil into the bell housing of the engine. We are not sure what this device does. Are parts available?

The older Hysters have a wet clutch and oil is pumped into the bell housing. The typical problem is the drain in the housing gets plugged with clutch debris and needs to be cleaned. Hyster still has parts available, if needed. Usually just removing the lower screen and cleaning will keep the clutch from overflowing and leaking fluid.

If oil is pumped into housing where does it go? Is the regulator/pump supposed to pump the excess back to tank?

Oil should drain back to the transmission sump! Through the drain line on the bottom of the bell housing.
