American green card holder PR of indian origin has been declared proclaimed offender by indian court in criminal offence,does american law protect its permanent resident from facing indian court in any manner?

The US and India have an extradition treaty, so any extraditable offense the Indian government can seek an extradition warrant from the US. An offense shall be an extraditable offense if it is punishable under the
laws in both India AND the US by deprivation of liberty, including imprisonment, for a period of more than one year or by a more severe penalty.
So, just a PR or green card holder or even a US citizen would not be protected from extradition for a criminal offense in India if India makes such a request to the US.
