Your spouse can bring her sister by filing an I-130 for her, but it would take about 12 years or so before she could use that I-130 to immigrate. This is because there is a long waiting line of people that have applied before her, not enough visas each year and too many applicants each year. Unfortunately, nothing in the law allows for anyone to jump ahead of anyone else in line, not even in an emergency and right now that line is about 12 years long.
Your sister-in-law could try to come as a student or exchange visitor first before her sister files anything for her. She would have to find a school or program willing to accept her. Here are two links to help you with that:
