Hello, my name is ***** ***** I will be the immigration attorney helping you today.
Actually no, you would send this letter along with any supporting documentation that you would like directly to your uncle. He will take it with him when he goes to the embassy/consulate for his B1/B2 visa interview. At that point he will give it to the consular officer and let him know the purpose for his visit. It is very important that your uncle show proof of his significant ties to Kuwait such as a job there, property ownership, family he has there, religious ties, cultural ties etc. This is best way to prove that he does not intend to remain in the US illegally.
Good luck to you during this process and I hope this answer has helped you!
