I do not know why you are not responding, but you are not charged per question, per response, nor per answer. Because it was so long ago, it should not cause a denial of your N-400, but you MUST disclose it. If you do not and it comes up, something that would not normally have caused you to be denied would then cause you to be denied because of lack of moral character since you tried to hide it. You must disclose it and you should get something from the authorities, CERTIFIED by them, that no police report and no court disposition exists. USCIS will require at least something certified by the authorities in that regard.
