Unfortunately, there is nothing you can do to keep her here permanently at this time. The wait time for a green card
/permanent resident status for the sibling of a US citizen currently is about 12 years, 1 month. In other words, only those petitions for siblings of US citizen, which were filed on or before July 22, 2001, are currently eligible for a green card application or an immigrant visa
to get a green card.
The only way you can help is to file the I-130 petition on your sister's behalf. In approximately 12 years and 1 month, your sister can immigrate to the US after applying and being approved for an immigrant visa. If she is in the US at that time in some other non immigrant status, say with an employment visa or a student visa, she can apply for adjustment of status to permanent resident/green card.
There is no way to speed up this process.
Now, if she meets and marries a US citizen while she is visiting in the US, that person can then sponsor her for an immediately available green card, and she can adjust her status while she is in the US. But she is not eligible for this immediate green card if the petition is filed by you.
