ANSWER: Yes. So long as the petition has been approved, and you are seeking a visa within the validity dates on the approval notice, you get a visa stamp in your passport, then you can go to the US and work on H1B.
2. Can i change the employer now?
ANSWER: No. If you've never been to the US with the visa based on the approved petition for the original employer, your new employer must file a petition on your behalf, get it approved, and based on this, you will apply for a green card
3. what could be reason for the delay?
ANSWER: There is no telling. Usually, it is just a matter of processing times, background checks and other delays, such as a lot of other administrative processing cases. The 221g process doesn't provide any specific timeline for approval or denial. It takes however long it takes, and no information about why one case takes longer than another case is ever given.
But it doesn't matter anyway, since you've now received an approval, there is no need to be concerned about the delay.
