I'm a US citizen (21+) living in NY.We would like to get a green card for my sister who turns 21 on Jan 2015.If I apply for a green card for my dad's (currently in Dubai) using I-130. When can he submit the Green Card application for his daughter (my sister)?1. When I-130 is approved (in 5 months) or2. When US consulate in Dubai approves the "immigration visa" i.e green card (8 to 12 months from application).Regards

When he is granted Residency status and if you are doing consular processing, that means when your father enters the U.S. on the immigrant visa. Then he can apply for your sister. Only one followup question, is the total time from application to getting the immigration visa for the US Consulate about 8 -12 months..
