They are diplomatic visas. So this means that you would not be tried in the U.S. for breaking any laws. You also do not pay income tax, but that's generally because you are not allowed to work. Also, you are not allowed to study either. Your dependents may be able to work, but they have to have special permission to do so. At that point they may have to pay income taxes.
