You are not required to enlist in the Army, but you are required to register with the selective service (registration for the military draft) betweeen the age of 18 -25. It is my assumption that this is what you mean?

In general, 27 is too old to register, but if you just recently turned 27, it will be worth a try to see if you will be able to register late. Here is the link:
If you are not allowed to register, it would be a good idea to request some documentation that you at least attempted to register to support your citizenship application.
You would need to prove to USCIS that your failure to register was not based upon you willfully and knowingly violating US law. Otherwise, USCIS could make a finding of you not meeting the "good moral character" requirement for citizenship.
It would probably be a good idea to retain an attorney to assist you with your N-400 application if you are not able to register for selective services late.
