I represent not-for-profit otganization. Indian Consulate is refusing issuing passport to those who applied political Asylum in the USA. They are also refusing for small services like notarize etc for asylees. Since the asylees are still citizens of India and US Immigration needs papers from Indian Consulate. Is there anyway to sue the consulate in American Court ?

Unfortunately, it is impossible to sue Foreign Consulates in US courts because foreign governments are immune from US courts jurisdiction under international law principles of immunity, codified in US law.
Therefore, it seems that the only means of influence is US diplomatic/International Organizations pressure.
