2004 Hyundai Elantra makes clicking sound and will not start

2004 Hyundai Elantra makes clicking sound and will not start - all lights on dashboard are on except the Malf Indicator Light MIL, and manual says that's emission something - what do I do before calling a tow truck?

When you say there is a click... is this a 1-click per turn of the key? Or is it a rapid clicking?
