You are getting 12 volts out of the switch, but likely not a good ground for the down position. Does the driver master switch and passenger switch act the same (works up but not down)?

OK WHERE ISS THE GROUND AT DAVE ON THE MASTER SWITCH OR ON THE PASSENGER DOOS SWITCH THANKS

The ground comes through the master switch then to the passenger side switch. If both switches act the same then the problem is in the drivers master switch.

If the driver master switch does not operate the passenger window at all, but the passenger switch works in one direction only then you have a broken wire. Check the wires in the conduit where they go from the door to the car body (both front doors)

OK WE DID CK THEM THERE LOOKS GOOD SO NEITHER ONE WORKS AT WILL WORK UP JUST NOT DOWN

Okay, so if the wiring looks good and both switches operate the window up, but not down then replacing the drivers master switch will fix your problem.
