The bottom two brake lights on my Hyundai are not working

The bottom two brake lights on my Hyundai are not working (but the top brake light still works). So far, I have changed the bulbs and the STOP LP fuse, and they still do not work.

Do you have a 12 volt testlight or a voltmeter to test the circuit if I guide you ?

We ended up figuring out the problem. The replacement bulbs weren't inserted correctly.
