Will you describe what the issue is that you are having with your circulation pump? Is it a hot water pump or radiant heat pump?

I have a circulator issue. I have four zones. One of my zones is circulating when the power is off to the pump, and the thermostat is off. Is it possible that when another zone is circulating, that the pump on the malfunctioning zone is letting water through?

Is your boiler providing hot water or only for heating?

Both. One of the zones is a boilermate.

So, on that zone the diverter is sticking open and the hot water pump is circulating the hot water through the zone. Do you know the model of the diverter?

No, the diverter diverts the water through the zones from the boiler.

Is there a diverter in line on each zone? I believe the only device on each zone is the circulator pump.

There would be some sort of diverter but hard to tell from here without seeing the plumbing. Are you able to post any pictures?
