Hello, the problem is with the printed circuit board most likely (98% chance) these are not user friendly as far as repairs go, a new board installled by an appliance repair shop will cost you $250 to $400... close to what some new units of the type cost.
Yes, the contacts are most likely burnt closed, the relay on the board however is not replaceable, you have to buy the entire board.
It could also be a bad circuit in the board that is holding the relay contacts closed, that is less likely however
