My new williams gas wall heater vent saftey switch keeps switching the measured temp where the switch got as hot as 325 f ,why so hot could my vent to the ouside be blocked

Yes, particularly with a new unit a blocked vent is probably the only likely cause.

how do i go about verifying if i have a blocked vent

With this type unit you have to pull the vent hood off outside and look inside the vent piping. You don't specify a model so the specifics will be a bit different for each type but they are all basically the same.
