Sounds like you're talking about an oil burner ignition control. If so I need the brand and model number of your control. Also the brand and model number of the boiler or furnace (not the oil burner)?
Just try holding the button down for 30+ seconds then release. If it doesn't fire up do you have a thermostat calling for heat?
Also the 30 second hold is only needed if you've already hit the button twice
If you haven't hit it twice then just press and release the button
How many times have you hit the reset?
Do you have a multi meter?
I know your control is locked out. Given what you've told me it sounds like you may have a bad control but you could also have a bad burner motor. You need a meter to determine which is the culprit. Aside from pulling the control and checking the connections there's not much more you can do to diagnose this without a meter
