Blue "cool" indicator light is constantly pulsing on and

Blue "cool" indicator light is constantly pulsing on and off.
Air is blowing from vents, but not very cool. Fan in outside unit is spinning but not at normal rate.
We have tried turning system off for 5 mins and then back on, with the same result: Blue "cool" indicator light pulses on and off.
Do you have any suggestions?
