I am getting 17volts out from the low voltage part of the control board
JA: I'll do all I can to help. How long have you been dealing with this?
Customer: I changed the capacitor and contactor on the outside unit on Friday
JA: Did you double-check the thermostat? And what about the unit's filters?
Customer: The main problem is that the outside unit does not turn off now
JA: Do you plan on doing the work yourself?
Customer: yes
JA: Anything else we should know to help you best?
Customer: I have a Nest thermostats, Trane boiler and a Goodman condenser unit.

What if you remove the contactor wires outside..do you get 24v going to the contactor?

Also if you turn furnace disconnect off does contactor remain down

if you unhook the 2 wire from the unit that comes from inside...do you read 24v unhooked?

Ok, so with thermostat wires on board (r,g,y,w) unhooked...what do you have terminal R to C?
