My AC is blowing cool air but it is not cold. Help

My AC is blowing cool air but it's not cold. I just replaced the filter yesterday, it was working great yesterday and earlier today. I'm not sure how to check the settings. My thermostat is set on 73 but it says it is 83 in the house.
If it is easy, I plan to do the repair myself.

Is indoor and outdoor unit both coming on?
If so feel of the large copper line and tell me if it is "beer can cold", just slightly cool, ambient temperature or warm?
Do you have a multi meter for checking voltage if we need it to troubleshoot?
