The cool on keeps flashing and a/c will not kick on. Circuit

Customer Question

The cool on keeps flashing and a/c will not kick on. Circuit breakers have been checked and I have allowed the "cool on" to continue flashing for quite some time. It sounds like the thermostat kicks in, but kicks out right away
JA: Just to clarify, do you think this is a larger HVAC problem, or something specific to the thermostat?
Customer: I believe something specific to the thermostat. Everything else looks good
JA: Do you plan on doing the work yourself?
Customer: Yes, if I can. But this thermostat is a Honeywell 5000 series that was just installed last year
JA: Anything else we should know to help you best?
Customer: The thermostat is wired direct, no batteries
JA: OK. Got it. I'm sending you to a secure page on JustAnswer so you can place the $5 fully-refundable deposit now. While you're filling out that form, I'll tell the HVAC Technician about your situation and then connect you two.

Ok, the "cool on" is flashing. Thermostat clicks like it is kicking in, but doesn't. Circuit breakers are good

If you go outside is the fan in the outdoor unit running?

Customer: replied 4 months ago.
No
Expert:  WCohn replied 4 months ago.

Okay can you use a stick to try and make it spin? Try to spin it as fast as you can.

Customer: replied 4 months ago.
It is dark and could not find stick to fit through top cover to turn fan
Expert:  WCohn replied 4 months ago.

I'm sorry but, its a necessary step in diagnosing the problem. Do you have a paint stir stick?

Customer: replied 4 months ago.
Fan spins freely
Expert:  WCohn replied 4 months ago.

Were you able to spin it hard?

Customer: replied 4 months ago.
I would not say hard. As much as I could through the cover
Expert:  WCohn replied 4 months ago.

Did it stop on its own?

Expert:  WCohn replied 4 months ago.

Do you hear humming when its not running?

Customer: replied 4 months ago.
No humming or sounds out by the unit
