The a/c unit outside runs intermittently. The fan shuts down after a short time and then the unit makes a fairly loud "clicking" noise and the fan will sometimes almost start or even start for a minute then shut back down and start "clicking" again.

Sounds like you may have a bad contactor in outdoor unit.Do you have a multi meter for troubleshooting?
