My thermostat say its cooling, and fan is out, but outside AC unit doesn't turn on (

1.Are you saying indoor fan is running?2.Do you have a volt meter so we can do some troubleshooting?

1) indoor fan is running (pushing room temp air through the house)
2) no volt meter

OK without a meter we are limited to what we can check. Can you open outdoor unit and tell me if the plunger on contactors appears to be pulled in? And do you want to run to Walmart and grab a cheap meter? You can get one for about 15 bucks.http://i.imgur.com/IDWvQJW.png

OK. Our first step is to determine if we are getting 24 volts to those contactors and plunger is being pulled in.Can you stand by outdoor unit and have someone turn thermostat off and on and see if you hear a click from contactors in outdoor unit?
