The first thin to check is the filter screen on the cold water inlet connection at the base of the heater. It's a cap on the side that you unscrew. Turn the water off first and have a bucket handy since you will get some water coming out of that connection. It may even be under pressure since you have no flow now. Once you have it out clean the screen then put it back and see if you have any flow
The screen is inside that fitting where you removed the cap. Is it real cold where you are? cold enough for a pipe to freeze?
Needle nose pliers or a thin screw driver to pry it out.
