Do the lights ever change to give us an error code and is furnace failing to operate?

when I set the thermostat to turn on the heater, the red and green lights both fast flash, when the heater turns off, the red and green lights both go to slow flash. When the unit is on, I hear a "water running" sound.

I forgot to mention that the furnace fan never runs when I get the "water running" sound.

Ok the fast flash is normal with no call for heat or on continuous fan and ac.

Once thermostat calls for heat, the flash turns slow and continues through the cycle.If it fails we should get a different pattern indicating what filed. See below
