Did the burner actually fire up or did the burner just start then lockout? what is the model of the furnace?
Did you adjust the dip switches on the control board according to the firing rate of the burner?
What's the burner firing rate?

I should mention that the dip switch settings you have should turn the blower on 30 seconds after the burner starts. It sounds like the blower isn't coming on at all. I wonder if the 5 pin connector to the blower is disconnected or not seated properly. It is usually disconnected upon initial start up to test the limit which sounds like it's working fine. So that would also be something to check. I mentioned the firing rate to be sure the dip switches are set properly but that may not be related to the issue you describe
