Hello my name is ***** ***** I'm here to help you out! There are two things that could be causing your problem: 1) the fan portion of the dual capacitor could be bad. To check this we will need to have a volt meter to check microfarads. 2) the outdoor fan motor or bearings have failed. We need to verify the capacitor is good first before we can diagnose the fan motor being bad.
I just want to make sure also that the compressor is or is not running while the fan motor is off?
