Hello,

Tell me if one of the two copper tubes attached to the outside unit is iced or not.

If it is not, then it is likely the compressor is bad, or just the 'run capacitor' connected to it is bad.

You will need a multi meter and know how to be safe around high voltage electricity to check that, tell me a lot about your skill sets, I can coach you on some safer testing if needed.
