new rheem combo pack wont turn on. I have a 240 volt supply and it needs 208 volts. what do i do?

power you have will work...it is the low voltage that turns the unit.
How is thermostat wired?

at the transformer just flip black and blue on the input side...
at the unit..do you have 24v at terminal R to C?

did you swap the black and blue wire?
