yes i have 220 vac to 1 side of contactor. just no 24vac to engage the contactor

2. Our first step is to check right where the control wire comes into the unit and see if we have the 24v there. If so we need to concentrate on pressure switches, defrost board etc in outdoor unit. If not we will move inside.

i have 24vac from inside unit outside. goes to a board. im assuming this is the defrost bd but not sure?? chuck

I am not able to find a diagram or any info based on the model you provided. Can you take a clear pic of the wiring label on unit and post it here?
If you have 24v to unit, but not contactors, it is going to be a pressure switch or board not allowing it to be sent to contactors.

Sounds good Chuck.
Issue is like I say going to most likely be a bad board or a pressure switch is open.
Usually on these units, the pressure switches are also wired into the board (High and low pressure). If one of the pressure switches is open it breaks a circuit in the board and will not allow the 24v out.

If 24v at C and Y, but not coming out at CC to contactors ,lets unplug pressure switch wires and see if we have continuity through the pressure switches.See below
