I have a thrermostat with B,O,G,Y,W, NOT USED,R,RC... I have wires green, Blue, White, Red , the Red is in R, Cooling will not come on do I jumper from R to RC. cause I know R is just Heat.

I'm assuming you have a furnace with a central AC coil on top of it. Yes you need the jumper between R & RC. The jumper is what powers the AC control circuit
