I have a model 2532 Rinnai water heater and am trying to set the temp to 130. I see a plate that looks like it covers the dip switches but am not sure how to proceed.

hello,

we would need the entire model number to see what parameters are.

see page 88 at the link below....switch 6 in the SW1 bank needs to be turned to ON

IF...this unit supports that temp range.
