Outside condenser unit blowing cool air, inside blowing about 80 deg air. Tried replacing the dual capasitor with no luck, when I shut the outside condenser unit off I hear hissing like an air leak for 20-30sec. Compressor is warm to hot, both lines going into the house are same slightly cooler than outside temp

It sounds like you have a leak in the system. That would be the hissing you are hearing. When pressure builds up from the compressor running you hear a hissing from a leak. You would need the leak fixed by a tech as the system is out of freon and would need to be recharged to get it cooling again.
