Usually when these run constantly it means the compressor is also. is that the case /

compressor is not running at this point in time

sometimes the fan turns off , but then turns back on within 1 second

okay. well the fan is running to cool it, "the compressor" what you need to do is open the freezer and move your food and shelve then remove the rear panel inside in the back, tell me what the frost pattern on the coils looks like .

thats okay, just look at the frost on the coils. is it really heavy clogged ? is it only have the coils that are frosted? just let me know how they look. they should be evenly frosted "lightly" on all the coils.

They are evenly frosted top to bottom. While I was doing this the fan runs for a minute or so turns off, then turns back on

okay perect. the only thing that could be going on is your control board has a bad relay. "welded" <img id="PartDetail_MainImage" alt="Main Control Board W10219463 Main Product View" src="http://www.RCappliancepartsimages.com/dbImages/i/00003702/Main-Control-Board-W10219463--01114626.jpg" width="417" height="327" data-mce-src="http://www.RCappliancepartsimages.com/dbImages/i/00003702/Main-Control-Board-W10219463--01114626.jpg">this runs all the fans acually everything. (problem though) Relay control board, *Note: Part can no longer be obtained from the factory. Part can only be rebuilt. Consumer will need to contact CCS at(NNN) NNN-NNNNfor further repair instructions.

beats me. probably had so many problems they discontinued them. not the first time I've seen that. try calling that number and see what they say. You can also search the parts sites and see if theres one available somewhere. heres the part number. W10219463

well it may not hurt the refrigerator but the fan my eventually burn out.

I will be testing the relay board for voltage on certain pins. I found a web site that shows which pins to test the voltage on and what the readings should be.
