I have a Rheem heat pump. When in cool mode the fan used to run at a higher speed than in heat mode. It now only runs at the lower speed. For a short time the fan would start out slow and then increase the speed but no more. Is this a motor issue?

I would start out by checking your filter in your air handler (the inside part of the system) make sure the filter is clean and clear of any debris or dirt. With a dirty filter it will greatly restrict the air flow from the vents.
