Briant Quantum plus ac unit stopped blowing cold air. How do I tell if the outdoor fuse is blown? There is a "black balloon" that is deployed inside the unit near the fan.

You need a multi meter to tell if the fuses outside are blown or not...using it your self can be dangerous if you are not practiced in doing such tests.
Depending on how handy you are there are a number of tests we can do safely inside the furnace/ air handler inside the house...
To do those you need to find the fat wire that comes out of the wall next to the furnace/ air handler.. then find where that enters the unit and lift the cover off in that area.
