Heard pressure being released, when technician removed two way manifold gauge after routine tuneup checking the lines. After a few minutes he took hose and sprayed outside of condenser housing off. What would have spilled?

Trace amounts of refrigerant would have been released, less than a fraction of an ounce in most cases, it is common with service work.. no harm is done to your system.
with the hose he was cleaning out your air cooled condenser...thats part of a competent service call.
