I can't say for sure depends on where you live and the conditions at your unit. If you want specific local prices you need to get quotes from local companies. If the tech is there now then you are talking weekend rates which would make the price more in line with typical prices

He was here today, it just seem that the price is close to the cost of a complete heating unit. Any idea of waht a complete unit cost?

Several thousand dollars not $650.

understood. I have two other units in my house, is there some preventative maintenance I can do on the others to head off the same problem on those units

Gas valves very rarely fail. It's always a good idea to have the units checked out before heating seasons to be sure they are functioning safely. But modern units require almost no maintenance except changing the filter

how often should filters be replaced?

Rickheatdoc :

Check on them once a month. If the system is new and the ducts fairly clean they may not need to be changed that often but check once a month until you get a feel for how long it takes for them to get dirty
