I have a package hvac made by Armstrong. The circulating fan

Resolved Question:

I have a package hvac made by Armstrong. The circulating fan is running all the time even after the compressor has been off for more than 90 seconds. The fan continues to run when I place the thermostat switch is off position. It has a heatcraft model FTC8-EC03 control unit that appears to have been hot because some of the wires have melted insulation. How can I check this unit to make sure it is the problem before I replace it?
