Older Sears furnace. Has newer gas valve, new thermostat, pilot light is on. Burner won't come on.
Is all the power on to the furnace including the emergency switches and service switches

Yes, all power is on.
If you take thermostat wire off from the back and jumper the one on R and touch it to the W terminal heat should start if it does replace thermostat

I tried and it didn't work.
Well maybe your transformer providing the 24 vac is toast. Check for 24 vac on R to W

It fluctuates between 0 and 20. It doesn't go to 24.
Well it should be 24 vac or better you need to find out why it not steady voltage

I will put a new transformer on it and will get back to you if it doesn't solve the problem.
