Yes, plants from the witch hazel family can be toxic to horses and other domestic animals. The specifics of the toxicity include signs such as colic, liver dysfunction, poor hair coat, kidney damage/dysfunction and death. If your horse has ingested the dried leaves or other parts of the plant and is displaying signs of colic - contact your veterinarian for immediate consultation. Treatment would likely include charcoal nasogastric administeration and nasogastric lavage. Hope this helps. Cheers
