JA: When you turn the key, do you get a single loud click, or a series of rapid ones?
Customer: Single click
JA: Are you fixing your Accord yourself? What have you tried so far?
Customer: Tested battery., not fuel pump tried to jump Lights come on dash as well Was gonna look into starter replacement. Don't know where it's located

The starter on your 2009 Honda Accord is on top of the transmission, here is a pdf file, but the service manual isn't that clear. but let me post this for you to review and I will try to get you some better pictures. Hold please.

Those bolts that hold the starter on can be ridiculously tight, so it helps to have a 3/8 swivel socket and don't forget to remove the negative cable off the battery first, that cable going to the starter is HOT at all times, and will throw sparks if you aren't careful with it.
