I have a 1997 Honda passport it cit off while driving and

I have a 1997 Honda passport it cit off while driving and battery went dead.brought a brand new battery and all the in dash lights come on but there is no turn over or sound of making a connection. Could it be the starter or the alternator ? I need help immediately !
JA: Have you checked the fuses? The dashboard bulbs?
Customer: I see down at the kick panel that there is a starter fuse. 10A. I don't know whether it's blown or not. But would that cause it not to at least make a sound of some source ?
JA: Are you fixing your Passport yourself? What have you tried so far?
Customer: Tapping the starter, the battery cable post(get full current-brand new battery) checked out the alternator wires to see if anything is loose. I can't tell what is going on.All I know is that all the in dash lights come on and Nothing is happening.
JA: Anything else you want the mechanic to know before I connect you?
Customer: I just need help ! I'm out here in nowhere land.
